Try some of the less populated regions and you should do fine. If you fly to a new region and find that the markets are dead and there's no identifiable hub, if nothing moves in volume, then you have probably found a reasonably unoccupied region....

YMMV but I find rigs annoying. I find the market is highly volatile for salvage materials. I also find, as you did, that there's inevitably one material that is a bottleneck. If you want to try rig-building I'd suggest using long-term buy orders...
